/3Gb Windows option: Make more memory available to WCS/VNS on systems with lots of RAM

Current versions of VNS are compiled with the "LARGE ADDRESS AWARE" setting, and thus if Windows is also configured for it, will have access to more memory (usually 3Gb).

64-bit versions of Windows XP and later also recognize this flag, and can provide VNS 4Gb of address space.
